Commercial
Prints: Because of continuing low entries in Commercial Prints, a motion was
made to merge the Commercial Print Division into Color Print, and to combine
black & white commercial prints into the Monochrome Division. Motion accepted and passed by unanimous
Council vote.

Slides: Entries have also continued to decline in the 2-1/4 Division and a
motion was made to combine all classes into one group. Accepted and passed by Council vote.

The name of this organization shall be the Greater Detroit Camera Club Council.
The headquarters of this organization shall be

The objectives of this Council shall be:

To aid and
benefit, by mutual cooperation, camera clubs in the Detroit Metropolitan area.
·
To foster
interclub print and slide competitions and contests.
·
To assist member
clubs to schedule interesting programs.
·
To schedule
outstanding photographic lectures for the benefit of all clubs.
·
To direct a
community project sponsoring photographic activities.
·
To continue the
annual Detroit International Salon of Photography.

near metropolitan
OFFICERS
OF THE COUNCIL
The officers of the Council shall consist of a president, a first vice-president, a second vice-president, a secretary, and a treasurer, all of whom shall be elected by the General Board from its membership. An elected officer must be a member of a camera club that has been an active member of this council for at least two elective years. No more than two members from one camera club may be elected officers at one time. An elected officer cannot serve more than two successive terms in the same office, except for the offices of secretary and treasurer.
BOARD
OF DIRECTORS
There shall be a Board of Directors consisting of the elected officers, two directors-at-large, and the chairpersons of committees as appointed by the president.

OF ASSEMBLY
There shall be a Board of Assembly consisting of two delegates from each paid up member club. The two delegates for the Board shall be designated by the member club for the fiscal year, or when necessary. The delegates should be registered with the Council secretary no later than the first general membership meeting of the fiscal year.
GENERAL
BOARD
There shall be a General Board that shall consist of the Board of Directors and the Board of Assembly.
In the event of absence, resignation, incapacity, death or removal of the president, that office shall be taken over for the unexpired term by the first vice-president or the second vice-president in the order named. If, for any reason, the vice-presidents are unable to take over the office of presidency, the General Board shall elect a new president to fill the unexpired term.
If any office, except that of presidency, shall become vacant for any reason, it shall be filled for the unexpired term by appointment by the president.
Removal of any elected officer shall require a two-thirds vote of the members of the General Board present.
ARTICLE VII - MEETINGS
Regular meetings of the Board of Directors and the General Board shall be held as provided in the by-laws. Such other meetings may or shall be held as are or may be specified in the by‑laws.
All business meetings shall be conducted in
accordance with Robert's "Rules of Order."
A quorum of the Board of Directors shall consist of three of its elected members. A quorum of the General Board at a business meeting shall consist of not less than one-third of the Board of Assembly delegates and at least three elected members of the Board of Directors.

Each shall be constituted as provided in the By-Laws and have the duties therein assigned. Other committees may be provided as needed.
ARTICLE X - FISCAL YEAR
The fiscal year of the Council shall coincide with
the calendar year: January 1 to December
31.
ARTICLE XI - AMENDMENTS
By petition of the General Board or by petition of two or more clubs, proposals may be made to amend the constitution and by-laws. Amendments to this constitution may be made only by a two-thirds affirmative roll-call vote by the Board of Assembly delegates (2 votes per club, registered delegates must be present) at two regular or special consecutive business meetings of the General Board of the Council, provided always that this constitutes a quorum as defined in Article VIII. All amendments and changes to this constitution must be made known to member club officers by publication or other suitable means within a period of one month after enactment.
By-Laws for the transaction of business of this
Council and Rules for the interclub competitions may be adopted, revoked, or
amended at any time by a majority affirmative vote of the quorum of the General
Board in good standing at a regular or special business meeting. Proposed new By-Laws, Amendments or Rules
shall not be voted upon until the next regular or special business meeting
following the one at which they were proposed.
All By-Laws and Rules shall be binding to the same degree as the
provisions of the constitution.
If a General Board roll-call vote is called for, each
Board of Directors member present and each Board of Assembly delegate present
shall be polled for their vote.
In the event of dissolution of this Council, all
monies and capital equipment shall be distributed equally among the member
clubs then in existence.
